Uber
Having failed to build its own self-driving car, Uber became the sector's distribution layer instead — and in Europe it is the single most important actor, because almost every launch reaches the public through its app. The strategy's risk is symmetrical: Waymo sells through Uber in two cities and bypasses it in thirteen.

Where Uber is live
Every city on the tracker that Uber touches — as operator, as the app the ride is sold in, or as the stack underneath. A dot marks a city, not a service area.
- Driverless & paidOpen to the public, fares charged, nobody in the driver's seat.
- Paid, operator onboardAnyone can book and pay, but a trained operator rides along.
- Pilot — invite or freeReal passengers, but gated by waitlist, invitation, or no fare.
- Road testingVehicles on public roads; mapping or staff-only rides, no public passengers.
- AnnouncedCommitted city with a date or a permit, not yet driving passengers.
Boundaries from Natural Earth (public domain). Status is Uber's own stage in that city: a city can be driverless for a competitor and testing-only here.
